You call because your computer is down and you need it fixed fast. We promise it by Thursday. Thursday comes and goes. You shouldn't pay for a deadline we missed.
Starting this week, if we miss a rush repair deadline, you get refunded. The tech doesn't get penalized either. They only get the rush bonus if they actually deliver the speed you paid for.
This sounds obvious, but it wasn't built that way before. The money math was backwards. We fixed it.
