A business earns a perfect 5.0 star rating. But ratings change. A few months from now, someone might leave a 4-star review. We don't want the site to suddenly look like we were lying.
So we softened how we say it. The truth of the rating stays the same, but the wording won't age badly. It's the kind of thing you don't notice until you think about it, but it matters.
